Global supply chain support: a local manufacturer becoming a strategic supplier to global brands

Global supply chain support is a Republic of Türkiye Ministry of Trade programme for Turkish manufacturers joining the supply chains of major international brands (OEMs). It funds their machinery, software, certification and training investments as a project-based grant. It goes well beyond a standard machinery grant: it is a transformation tool that brings your production infrastructure, quality system and corporate structure up to world standards.

Why global supply chain support is a strategic opportunity for Turkish manufacturers

Türkiye’s organised industrial zones, such as Hacı Sabancı OIZ in Adana, have deep production capacity in textiles, metalworking, casting and machinery. Despite being close to Middle Eastern and European markets, many manufacturers there have yet to move from contract manufacturer to strategic supplier. The main reasons are gaps in machinery, quality certification and production technology.

A foundry in Türkiye may need next-generation CNC machines or coordinate measuring machines (CMM) to supply parts to a major European white goods maker. With a strong project file that ties the investment to that global buyer, a significant share of the cost can be covered by a grant. Manufacturers anywhere in Türkiye can use the same programme.

What global supply chain support covers

The programme funds not just the machine but the whole ecosystem that makes it productive.

  • Machinery and equipment: machines, moulds and test equipment that improve production quality or capacity.
  • Software licences: industrial software such as ERP, CAD/CAM and PLM.
  • Consulting and training: quality management systems, productivity and management consulting.
  • Certification: the certificates the global buyer requires (IATF 16949, AS9100, CE, etc.).
  • Overseas warehouse rent: separate support of TRY 19,728,672 a year for companies supplying original parts to OEMs abroad.

All support runs under a single project file, so the choice of cost items and the way the budget is built decide the outcome of the application.

Support limits and rates (2026)

The table below sets out the 2026 limits for Global Supply Chain support under Article 10 of Decision No. 5973. The Ministry updates the limits every year.

Note: the limits are updated at the start of each year by the average of consumer and domestic producer price inflation, (TÜFE + Yİ-ÜFE)/2. For current figures, check ticaret.gov.tr.

The 4 requirements your application must meet

Approval is not automatic. Ministry experts check closely whether each requested cost item is genuinely needed to sell the project product to the global buyer. To be accepted, your application must meet all four requirements below.

  • Industrial company status: the applicant must be a manufacturer.
  • DYS registration: the company needs an active record in the Ministry of Trade’s Support Management System (DYS).
  • Evidence of the global buyer: you must show that the target foreign company is a large, recognised player in its sector. A letter of intent, or correspondence documenting early supplier talks, carries decisive weight here.
  • Causal link: the machinery or software requested must be tied directly to making the product you will sell to that global buyer. Requests aimed only at adding capacity are usually rejected.
