The TÜBİTAK 1833 SAYEM Green Transformation in Industry Call is a call by the Scientific and Technological Research Council of Türkiye (TÜBİTAK). It is for consortia of universities, SMEs and industry that develop products for green transformation. SAYEM stands for Industrial Innovation Networks. Support is open to companies registered in Türkiye. Foreign investors can apply for current programmes once they have set up a company in Türkiye.

Companies with an R&D Centre
Companies that hold the certificate and have successfully completed at least 2 TÜBİTAK projects. -
Technopark companies
Technopark-based companies that have successfully completed at least 2 TÜBİTAK projects. -
International experience
Companies that have worked on at least 1 project with international partners and completed at least 2 TÜBİTAK projects. -
Project experience
Large or medium-sized companies that have successfully completed at least 3 TÜBİTAK projects. -
Financial size
R&D spending at or above one of these thresholds: TRY 15 million in 2021 or 2022, TRY 24,715,500 in 2023, TRY 35,684,239 in 2024 or TRY 46,707,100.29 in 2025.

Fees for consulting services from universities, academics or specialist organisations to meet the project’s technical or scientific needs. |

Costs of testing, analysis, measurement and maintenance and repair services that you cannot carry out in-house and must source externally during the project. |
Instruments, equipment, software and publications |
Costs of purchasing computers, laboratory devices, machinery, equipment, licensed software and scientific publications needed for R&D activities. |
Materials and consumables |
Costs of all raw materials, semi-finished goods, chemicals and consumables used in prototype development, trial production and laboratory work. |
Scholarship costs (for institutions) |
Monthly scholarships covering the living costs of master’s and doctoral students (scholarship holders) working on the project. |
Institutional share (universities and public bodies) |
An institutional share for the overheads of universities and public bodies; the rate is set under TÜBİTAK regulations. |
Project incentive bonus (PTİ) |
Additional financial incentive (bonus) payments made to university academics and public sector employees working on the project, separate from the project budget. |

Application process

With an Initial Analysis (Check-Up), we assess your company and project against the programme’s criteria.

We plan eligible cost items and the budget within the programme’s scope.

We prepare the application file with the documents the programme requires and upload it to the institution’s system within the deadline.

We manage spending documents, reports and payment requests through to closure.
