TÜBİTAK 1707 consulting is our guidance service for order-based R&D projects run jointly by a Customer Organisation and a Supplier Organisation. It covers every stage: application, review, budget management and commercialisation commitments. The programme is an output-focused support mechanism that shares the financial risk while industrial companies develop the technology they need through R&D.

TÜBİTAK 1707 for industrial companies: why does this programme stand out?
Production bases in Türkiye’s organised industrial zones face strong pressure to develop domestic technology, localise production and transform their supply chains. This is exactly where TÜBİTAK 1707 acts as a bridge: it brings large industrial companies together with a developer SME or technopark company under the same project.
SMEs in technology development zones or in industry carry the project’s R&D workload as the Supplier Organisation. Buyer companies, as the Customer Organisation, define the need and provide the purchase commitment. This structure establishes the project’s technical and commercial case from the outset and forms the basis for convincing the review panel.
TÜBİTAK 1707: core structure and support items
Unlike traditional grants, the programme is built around the logic of an “order”. At the start of the project, the Customer Organisation declares its intention to buy the technology as a commitment. TÜBİTAK treats this commitment as evidence of commercialisation. The table below summarises the programme’s current structure as of 2026.
| Support item | Customer Organisation | Supplier Organisation (SME) |
|---|---|---|
| Support rate | Pays at least 40% of the supplier’s period costs | TÜBİTAK grant of 40% of accepted expenditure |
| Project budget limit | TRY 10,000,000 | TRY 10,000,000 |
| Application period | Call periods announced during the year (2026: three periods) | Call periods announced during the year (2026: three periods) |
| Maximum support period | Up to 24 months | Up to 24 months |
| Eligible cost items | Personnel (up to 18 person-months) and intercity travel | Personnel, materials, software, consulting |
| Payment method | Periodic payment | Periodic payment |

Key preparation steps in a TÜBİTAK 1707 application
The most common reasons for rejection are technical uncertainty, insufficient evidence of innovation and incorrect budgeting. To address these three risks, take the following steps before the project:
- Technical feasibility report: Uses academic literature and patent searches to show why existing technology cannot solve the problem.
- Work package planning: The output, responsible team and timeline are defined for each work package; nothing is left vague.
- Budget eligibility check: Pro forma invoices, personnel costs and overhead items are checked one by one against TÜBİTAK legislation.
- Customer-supplier agreement: The division of work and the purchase commitment between the two organisations are prepared in the programme’s own agreement format.
- Commercialisation plan: The market analysis and sales projection for the end product are presented to the reviewer in convincing terms.

Managing the review and the commercialisation commitment
The key question the TÜBİTAK 1707 review panel asks is this: once the R&D work is complete, will the product really be sold? The Customer Organisation’s documented purchase commitment is the strongest answer. The extensive supply chains of large industrial companies make this criterion easier to meet. Even so, documenting the commitment in line with the programme’s rules and placing it correctly in the application file calls for a professional approach.
Preparing for the reviewer meeting matters as much as preparing the written file. Being able to defend the project’s original contribution, technical risks and solution approach verbally makes a decisive difference in the approval process.
