TKDK 302: Farm Diversific­ation

TKDK 302 is the IPARD III Programme measure for investments by entrepreneurs who diversify farm activities and set up new businesses in rural areas. No 302 call is open now. Under the measure, support is non-repayable and co-financed by the European Union (EU) and Türkiye. Support is open to businesses registered in Türkiye. Foreign investors can apply for current programmes once they have set up a company in Türkiye. There is no open call for Measure 302 (last checked: 26 September 2026). In its 31 July 2026 announcement, the Agriculture and Rural Development Support Institution (TKDK) stated that the date of the M7 (302) call notice had been changed; follow TKDK announcements for the new date. Eligibility

Who can apply?

  1. Farmers and rural entrepreneurs

    Micro and small enterprises, farmers diversifying their on-farm or off-farm activities, farm household members and individuals can apply.
  2. Diversifying crop production

    Production, processing and packaging of ornamental plants, flower bulbs, medicinal and aromatic plants, mushrooms and mycelium, seedlings and saplings, fodder crops and vermicompost.
  3. Beekeeping and bee products

    Production, processing and packaging of bee products (30 to 500 hives). In the last call, only processing and packaging investments were accepted.
  4. Crafts and local products

    Craft activities and the processing and marketing of local food and non-food products; only micro-enterprises are supported in this sector.
  5. Rural tourism and recreation

    Accommodation, recreation and catering facilities; up to 40 beds and 20 rooms. The investment must be in a rural area.
  6. Aquaculture

    Aquaculture facilities with a capacity of 10 to 300 tonnes a year in fresh water or 150 to 750 tonnes a year in salt water.
  7. Machinery pools

    Shared-use machinery for sowing, planting, harvesting and spraying. Only producer organisations, the Union of Turkish Chambers of Agriculture and provincial or district chambers of agriculture can apply.
  8. Renewable energy

    Wind, biomass, biogas and geothermal investments of up to 5 MW; micro-cogeneration of up to 100 kWe; solar energy of up to 600 kW. The plant is sized to your active business’s annual consumption; the business must have used electricity in the same province for at least 1 year. The plant is connected to the grid.

Support limits

The programme’s limit and support rate are shown below; current values are confirmed by the institution’s call announcement.

  • In the last call, the amount was the limit on total eligible expenditure per project; the minimum was 5,000 euros.
  • In the last call, the base grant rate was 60%; for applicants under 40 and certified organic farmers the rate was 70%.
  • Circular economy, renewable energy and waste management cost items received an additional 10%; the total support rate could not exceed 75%.
  • Under the latest call, the support was non-repayable: you financed the investment first, and the grant was paid after the checks. Single-instalment projects could receive an advance of up to 50% of the contracted grant amount. This required a security equal to 110% of the advance.
  • Investments without construction works had to be completed within 9 months at most, and those with construction works within 18 months at most.
  • Some changes in the IPARD III Information Guide are awaiting European Commission approval; the binding conditions are set out in the application guide for the relevant call.

Application process

What is TKDK 302 support?

TKDK 302 is the Farm Diversification and Business Development measure (Measure 302 / M7). It belongs to the IPARD III Programme (Instrument for Pre-Accession Assistance for Rural Development, 2021 to 2027).

It aims to support employment by setting up new businesses in rural areas, to preserve existing jobs and to increase household incomes.

Under the latest call, support came from the IPARD fund, co-financed by the European Union and Türkiye, and was non-repayable.

The measure covers seven sectors, from crop production to rural tourism and from machinery pools to renewable energy.

How are TKDK 302 applications ranked?

In the latest call, if total support requests exceeded the call budget, applications were scored against the measure’s ranking criteria. They were then reviewed as far as the budget allowed.

The main factors that earned points were:

  • Low total eligible expenditure
  • No previously signed IPARD contract
  • Investments in a mountainous area or a forest village
  • Applicants who are women or under 40
  • Applicants that are producer organisations
  • Investments that include renewable energy generation
  • Projects that are part of a local rural development strategy or plan
  • Investments in a province newly covered by IPARD III or an AFAD S4 province

What should you check for TKDK 302?

IPARD rules limit the number of projects, how long the investment must be maintained and which costs are ineligible from the outset. Before applying, we clarify these points with you:

  • Only one project can be submitted per call period.
  • Up to four projects per beneficiary can be supported during IPARD III.
  • A new application can be made after the final payment for the previous investment.
  • The investment must be maintained for 5 years after the final payment.
  • The applicant must be between 18 and 65 years old.
