Who can apply?
The programme aims to support micro, small and medium-sized enterprises, create alternative sources of income in rural areas, strengthen rural economic infrastructure and spread smart farming practices.
Natural persons and legal entities that are micro, small or medium-sized enterprises investing in rural areas can apply; priority goes to agricultural organisations and to women and young entrepreneurs.

What is KKYDP?
The Rural Development Investment Programme (formerly KKYDP) is the programme through which the Ministry of Agriculture and Forestry supports agriculture-based investments in rural areas with grants.
Communiqué 2026/9 (Official Gazette, 3 April 2026, issue 33213) sets out the grants under a single programme, the Rural Development Investment Programme; the previous Communiqué 2024/43 has been repealed. Which investment topics are open in which provinces is announced in the implementation guidelines published before applications open.

What should KKYDP applicants check?
- Call period: Applications are made online at tarimorman.gov.tr, only during the period the Ministry of Agriculture and Forestry announces with its implementation guidelines.
- Documents ready: Investment site, land and permit documents must be ready before applying. For a rented site, the lease must cover at least seven years.
- Timing of spending: Spending must be incurred after the grant contract is signed. Spending made before the contract is not covered by the grant; we build the plan around this sequence.
- Single application: Each applicant may submit only one project nationwide.
- Final eligibility: Whether the investment fits the programme is confirmed by the Ministry of Agriculture and Forestry’s evaluation.

The eligible project amount is at least TRY 100,000 and at most TRY 30,000,000; for family businesses the upper limit is TRY 8,000,000. A rate of 60% applies to women and young entrepreneurs, and 70% to educated young entrepreneurs and first-tier agricultural organisations. Renewable energy components and automation components using agricultural IT can each raise the rate by 5 points; the rate does not exceed 70%.
